Bank Negara Malaysia and the Bank of Thailand have joined BLOOM as policymaker members, expanding the digital-money settlement initiative’s regulatory membership beyond Singapore. The Monetary Authority of Singapore announced the additions on October 23, 2026. The change establishes broader official participation; the reviewed materials do not establish that a cross-border payment service is live.
What the membership expansion changes
The October 23 announcement also names eight new industry participants: Airwallex, Mastercard, Maybank, Monee, Nium, Ripple, ShopeePay and Visa. The World Bank Group joins separately as a multilateral development bank participant.
Those distinctions matter. Policymaker membership, industry participation and a development bank’s involvement describe different roles within the initiative. A name on the roster does not establish that an institution has deployed infrastructure or processed a transaction.
The editorial significance is broader coordination: authorities from three Southeast Asian markets now participate in the same initiative. That creates a wider setting for settlement-policy discussions, without establishing agreement on a common operating system.
Wholesale settlement, with a longer history
MAS introduced BLOOM on October 16, 2025, to extend financial institutions’ settlement capabilities using tokenized bank liabilities and well-regulated stablecoins. Its launch scope covered multiple currencies, domestic and cross-border activity, and wholesale uses including treasury management, trade finance and agentic payments.
The launch also placed BLOOM after Project Orchid’s work and identified asset distribution and clearing among its initial areas. This history makes the latest announcement an expansion of an existing program, rather than the creation of a new retail payment product.
The initiative page describes a public-private collaboration whose stated currency scope includes G10 and Asian currencies. It invites expressions of interest, including from operators interested in trials. An invitation is evidence of an entry point for prospective participants, not confirmation that a particular trial has started.
The work ahead remains design work
The announced agenda covers acceptance and settlement across jurisdictions, interoperability between digital-money arrangements, and programmable controls such as identity verification and sanctions screening. MAS presents lower implementation costs and faster time to market as objectives of future frameworks, not measured results.
These work areas expose the distinction between expanding membership and demonstrating operation. Participation identifies who is involved; implementation evidence would show what arrangements they can actually use together.
In an October 9 policy speech, MAS’s managing director distinguished tokenized bank deposits, regulated stablecoins and central bank money while emphasizing trust, stability and interoperability. The speech also described a separate 2025 SGD Testnet trial involving interbank overnight lending among DBS, OCBC and UOB. That reported transaction activity cannot be attributed to BLOOM’s expanded membership.
What would establish operational progress
As of the October 28 research cutoff, the reviewed documents provide no deployment timetable, named cross-border corridor, transaction-level results or evidence of retail remittance access. This is a limit of the reviewed record, not proof that no other activity exists.
The next useful evidence would be published implementation terms, identified settlement assets and counterparties, trial details, and documented settlement transactions. Those disclosures would help distinguish a proposed framework from an arrangement participants have demonstrated.
